The Truth about Mello-Roos
Mello-Roos is one of the most commonly misunderstood topics in California real estate. While many people think of it simply as an "extra property tax," it is actually a funding mechanism created to help growing communities build essential public infrastructure.
The Mello-Roos Community Facilities Act of 1982 allows local governments to establish Community Facilities Districts (CFDs) that finance public improvements benefiting a specific area.
What Does Mello-Roos Fund?
Depending on the district, Mello-Roos may be used to finance:
- Schools
- Roads and traffic improvements
- Parks and recreation facilities
- Fire and police stations
- Libraries
- Water and sewer infrastructure
- Other public facilities that support a growing community
How Are Assessments Determined?
Each Community Facilities District establishes its own assessment formula. Factors such as home size, lot size, or other characteristics may influence the amount. The assessment is generally included on the property's annual tax bill.
Does Every Property Have Mello-Roos?
No. Many established neighborhoods have no Mello-Roos assessment at all. It is most commonly associated with newer developments where significant infrastructure was needed as the community was built.
Does It Last Forever?
Not necessarily. Many Mello-Roos districts were created to repay bonds issued to construct public improvements. Depending on the district, assessments may have a defined term, scheduled increases, or decrease as debt is retired.
Why It Matters
Understanding Mello-Roos is less about whether it's "good" or "bad" and more about understanding how California communities are financed. Like HOA fees, property taxes, and other ownership costs, it's simply one component of the overall picture.
